Background of the Study
Gender-sensitive budgeting (GSB) refers to the allocation of financial resources in a manner that recognizes and addresses the different needs and priorities of men and women (Suleiman & Ibrahim, 2023). In Minna Local Government Area, Niger State, the lack of gender-sensitive policies in the allocation of funds has significantly hindered the political aspirations of women. Despite the importance of financial resources in political campaigns, many female politicians struggle to secure funding for their electoral endeavors due to both financial constraints and insufficient government support (Aliyu & Usman, 2024). Gender-sensitive budgeting, which allocates funding to promote gender equality and empower women, can significantly enhance women’s political participation by ensuring that women’s needs are met, both in terms of campaign resources and policy priorities (Musa & Garba, 2025). This study aims to evaluate the impact of gender-sensitive budgeting on the political aspirations of women in Minna, focusing on how such budgeting influences the opportunities available to women for political engagement and advancement.

1.2 Statement of the Problem
Despite the increasing importance of women’s political participation in Nigeria, the absence of gender-sensitive budgeting at local government levels often results in an unequal distribution of resources, leaving female politicians disadvantaged (Tijjani & Mohammed, 2023). In Minna, women face challenges in accessing the necessary financial support for their political campaigns, leading to lower electoral success rates and diminished political involvement. This study explores how gender-sensitive budgeting—or the lack thereof—affects women’s political aspirations in Minna, and how it can be leveraged to promote gender equity in politics.

1.3 Objectives of the Study

  • To assess the impact of gender-sensitive budgeting on women’s political aspirations in Minna.

  • To examine the role of local government budgeting in providing opportunities for female politicians in Minna.

  • To explore the relationship between gender-sensitive budgeting and female political participation in Minna.

1.4 Research Questions

  • How does gender-sensitive budgeting impact women’s political aspirations in Minna Local Government Area?

  • What role does local government budgeting play in facilitating or hindering women’s political involvement in Minna?

  • How can gender-sensitive budgeting contribute to enhancing women’s political participation in Minna?

1.5 Research Hypothesis

  • Gender-sensitive budgeting positively impacts women’s political aspirations in Minna Local Government Area.

  • Women politicians in Minna who benefit from gender-sensitive budgeting are more likely to succeed in their political careers.

  • The lack of gender-sensitive budgeting reduces the level of political engagement and aspiration among women in Minna.

1.6 Significance of the Study
This study is significant as it will provide insights into the role of financial support and gender-sensitive budgeting in enhancing women’s political participation in Minna. It will also contribute to discussions on the importance of gender-focused fiscal policies at the local government level, informing future policy development aimed at promoting gender equality in politics.

1.7 Scope and Limitations of the Study
The study will focus on the impact of gender-sensitive budgeting on women’s political aspirations in Minna Local Government Area, Niger State. Limitations include potential challenges in accessing data on local government budgeting decisions, as well as possible biases in how politicians report the impact of gender-sensitive policies.

1.8 Operational Definition of Terms

  • Gender-Sensitive Budgeting: The practice of allocating financial resources in a way that considers and addresses gender-specific needs and priorities.

  • Political Aspirations: The desire or ambition to participate in political life, which includes running for political office or engaging in political activities.

  • Financial Resources: Money or funding allocated for political campaigns, activities, or initiatives that support political involvement.
